I presume everything is painted from the underside of the dial Meaning that we are looking through the glass to get to the image, and not looking at the image on top of glass. I suppose this was meant to be presumed when the title says "reverse painting."

Yes, it would make sense that it is painted from behind the glass, since this would require the small details to be painted first, since otherwise you'd have to etch off the existing paint to apply the small details so they would be seen. Thus, the top-most layer would need to be painted first, hence a reverse painting method would be required.
