Busy yes, but I think the use of yellow/black makes all the difference here, creating both visual clarity and drama.

The hour markers on the bezel actually make it easy to read the time..
The busyness of the dial just makes it, how shall i put it, texture? I’m not going to time anything with it. I’m just going to stare at it
