I could be wrong, but I believe the "31 Victoires" refers to the number of time Wilsdorf & Cie won the Swiss Official Chronometer Competition (in which Seiko beat out everyone the last year of the competition)

to my knowledge ref. 3646 is a Rolex watch made for Panerai. (Photo Mike Wood) You can find "california dials" on other Rolex watches from the 1940's. To me, this kind of dial is a typical Rolex feature. (Photo Antiquorum)...
