AP may have a policy that every watch that the company works on must have a service (or at least a record of a recent previous service by the company must be present) or AP will not perform any other type(s) of service on the watch, even cosmetic changes.  Patek has a similar policy and that was a painful lesson.  My 3800 was gaining 7 sec/day and I brought it to Patek to be regulated.  Patek stated that since the company did not have a service record for the watch, the company was not sure if regulating the movement was needed, and therefore a full service was required AND so was a new rotor assembly.  the bearings on the old rotor were apparently worn and Patek would not guarantee the movement service without the new rotor assembly (including a NEW ROTOR!).   Total cost of over $2,000.
