That your Mille Miglia Chrono is 100% authentic. I wouldn't worry about the cert not being signed. Just an oversight. That happens quite often.
Since this watch probably dates to around 2002/3 it is probably due for service assuming you were provided no service papers, so get it serviced and they will remove the dust. Other than that, it looks in great condition.
