MTF has said it well, the Ocean dual time is advertised as HWRT's in-house movement, although I don't know too much about the details. However, even without the "in-house" stamp, the quality is still fantastic as the HWRT movements are made and finished by some of the best in the industry.
Regarding the comparison of AP RO and HW, both are excellent, excellent watches with jewelry-like finishing, and prestigious movements. So when you ask which one is better, quality wise I say both are very similar. However, if you mean rarity, I would believe that HW watches would be rarer than AP. You will not be noticed as much, which often times is a good thing.
