Could it be...
a watch for blind wearers? I know there have been such watches in the past and I'm sure some sort of protection was provided for the dial and hands when they're not being accessed.

22 or 23 years ago I had a watch with a crystal that sat on the watch face on a hinge and it could be opened by pulling on a small knob thus exposing the dial. The watch had a moon phase and the numbers were not raised so the watch was not for the blind. ...
I suppose I will take this question to my grave:)
