Hi Ron, the watch above is the Ref. 3509 Ocean Bund with the non-3H dial.
The 3H dial was used for both quartz models of Ocean Bund, references 3314 and 3319; the rarest Ocean Bund ref. 3519 with the Amagnetic movement; and a very few Ocean Bund ref. 3509 before the switch to the non-3H, non-radioactive dials like mine which is more common.
The only other Ocean Bund references that used the non-3H, non-radioactive dial like the one you see above is the ref. 3529 and the ref. 3501.
A big difference between the civilian and military issue models is that the Ocean 2000 was rated to 2000 meters while the Ocean Bunds were "only" tested to 300 meters as per Bundeswehr requirements. The Ocean Bunds also have flat sapphire crystals vs. the domed sapphire crystals on the civilian Ocean 2000s.
Each of the different references I noted above have different dials, movements, NSNs or Versorgungsnummer and/or bracelet attachment set-ups (Geometry (aka Geo) 1, 2, or 3).
My 3529 Ocean Bunds are at the bank so I don't have pictures of them at the moment. Below is my ref. 3319 with the 3H dial you were mentioning.
