I don't agree
I think Tom, in spite of the fact that we can't enounciate such a rigid rule, it is a question of aesthetics and a question of cycles. For a long period of time, there were so much watches with central second hand that the tendancy was later to do the opposite way.
Today, after seeing so much small second, I really tend to prefer looking at a nice dial equiped with a central second hand. For example, I really like the Richard Lange with central second hand and I think that it is mainly because of this display.
