We have some watchmaker PuristS on our forum...
..who can best advise firsthand. It probably will depend on the extent of the dial degradation. I've never personally touched any of mine, since you have to factor in the indices and raised scripting (if applicable). I always like the patina that the wear to the lacquer over the years has produced. I think most will agree.
