here is one with a slight twist on your criteria...
if legibility is an issue as dual time watches often clutter the dial. The Journe is a great watch and within your price range. A simple jump hour may fit your needs. Here is one that I like.
for something extra special you can have a unique stone dial created in his favorite color.
