Yes, all the dial jas been refinished at some stage (likely long time ago)

 

It's quite likely an old refinish, so it might be possible that the watch itself was actually born as a worldtime, got damaged, then refinished by someone trying to recreate the damaged dial on the spot, but obviously didn't do a good enough job.
I can't guarantee that the inner dial isn't the original, but the outer one is definitely refinished. On the original dial, the JaegerLeCoultre name would be closer to the applied 12, and would never touch the minute track as it does here (among other details)
