I know you've gotten mixed advice on the subject, but clearly everyone who disagrees with me is just wrong (I hope it's obvious that I'm just kidding, there's room for plenty of opinions on the subject.). 

My feeling is that it doesn't make any sense to regulate a brand new watch when the rate is likely to change a little in the first few months.  If you regulate it now to +2 seconds a day and then it settles in to -2, you'll just have to adjust it again.  Why not wear it and let it run for a few months and then have it adjusted once?

+12 seconds a day is a little fast for a modern mid-grade mechanical IMHO and certainly a Speedy can do better.
