I consider the fixed bezel quite useful
If you are referring to the utility of the tiny lettering (showing odd hours), OK yes perhaps the larger markings on bezel (showing even hours) are somewhat separated from their fellows on the inner ring, but they are also much more visible, for sure.
My older watch does not that that flange / rehaut ring. But speaking of the utility of the fixed bezel?
I just took this photo -- I have the red hand set 9 hours ahead of our time. That hand is independently controlled by the crown at 2nd position.
We are at the West Coast of the US (GMT-7 Daylight Savings) which is currently 7:32 AM.
Therefore Switzerland at GMT+2 is indicated on the outer bezel as 16:32 or 4:32 pm.
The main hands show me time where I am, the red hand shows me the second time zone hours on a 24 hour scale.
Or I can set the main and red hands to the same zone and the red shows 24 hours time.
I do have some watches where the bezel moves but I don't consider them more usable. I guess it depends on how you use your watches. And what features are useful or simply done for design rather than function.
