While the value you indicated is excellent, it is by no means uncommon for a high quality quartz watch. The Swiss COSC demands an annual deviation of under 15 seconds under various temperature conditions, the the modern temperature compensated ETA movements of the so-called "Thermoline" (used by Breitling and Certina) are clearly under +/- seconds per year; as is Citizen's famous Cjhronomaster, which should be under 5 seconds per year.
This shall by no means reuce the very high quality of the Seiko, just wanted to straighten the facts regarding the accuracy performance.
