So long as the frame can take it, you can run 28mm on a rim brake frame without issue.  The other thing to check is your tire pressure.  I'm also on a VERY stiff aero frame (if I ride over a penny, I'll can tell if it's heads/tails).  With that said, I'm currently running 25mm tires.  At 62.5 kg or 138 lbs, I inflate to 85 in the back and 80 in the front.  Check some online resources as to pressure and experiment with lowering the pressure and assessing the impact on performance.  You'll find a sweet spot, but I tend to follow the ratio suggested by GCN and Silca (which is about 1psi/0.75kg)
