It does have a roof
Which is not watertight at all, but better something than nothing I would say.
I've got the same car, although against all purists rules in it's a Vintage 356 Speedster (reproduction), and have driven it (had no choice) through that kind of weather too. Water still comes in while having the roof up. And the window will start to fogg up madly. Yes you need a towel or kitchen paper to clean the window in order too see. Every 5 minutes. And yes, you will get very wet. But the driving needs the most attention (when it's really wet), It is a little bit like driving on eggs. But it's fun.

Somehow those drives are the most memorable
I remember some less wet ones with old cars, like with a Zastava 1100 that had no brakes (engine braking mostly, complemented by hand brake at low speeds) - certainly makes you feel very much alive 
It's helpful to know of the issue in advance
And not first when you really need to slow down. But an excellent exercise in mindful driving - you definitely made sure to be aware of all that was going on around you

It's not really cold
as there's no snow and ice. Clearly optimal conditions for a cabriolet.

I know all about that!
We live in one of the coldest populated places on earth and we have in the family 911 Targa GTS and BMW 435iX Cabriolet. Ferrari California T is on the way and the ordered Bentayga has a panorama roof just like our Cayanne.
I guess that when the summer is short, one wants to enjoy it in full. And sometimes it rains in the summer...

The only similar thing matching that photograph was that some time ago in the news
they showed a couple of people drove newer looking convertible
to drive through window with minus twenty celsius and a heavy snowfall in Canada.

It's 50/50 as to whether the roof up is better or not. It leaks, it fogs up, you look through a smear instead of a windscreen....
or roof down, it is just wet. And a little colder.
But at least it dries out faster.

I drove my Lotus Elan in the rain once. Only once.
Windows fogged. Wipers flailed uselessly. Top leaked. And that is my 1991 Elan.
I bought a new top in 1995 when I restored the 1971 Elan. Foolish me. It's still in the wrapping paper.
My best sporty drive in the rain was 25 miles through an Arizona thunderstorm at 70 mph in an old Jag XK140. No point in slowing because we just have gotten wetter.
We dried out just fine - as did the Jag.
