It's an interesting pair you are considering, both with military history, probably a similar size on the wrist, although the PAM183 coming with the classic cushion case and that sandwich dial. The Cal. 100 is an automatic and the PAM has a manual wind, and I do love the grand date and blued hands of the Senator.
As usual, it comes down to what else is in your collection, and which attracts you most. I love the Radiomir case and the 183 is a classic base Panerai with history. The Senator looks good on the wrist too (just use the Forum Search function to find pictures of both) and the date may be a useful feature for you.
Interested to hear your decision.

My choice would be the GO
For me the GO is less show off and less recognizable that the PAM so more intimate (but that's also what I like), and also more interesting as far as the movement goes. Now it depends what your expectations are!...Matt
One Last "Two Cents"

My GO Nav is one of the three core watches in my rotation. It's a watch without any discernible faults and that I would never part with, in terms of my uses and preferences. I completely agree that it's much more understated (I would say "classy" but I don't want to provoke a brawl!) than the PAM, with an automatic movement (Cal. 100) that I feel is one of the absolute best in the business today. You can't go wrong with it. FYI, I traded-in my GO Sport Evolution Chrono to get the Navigator and not for one second have regretted it.
