The answer to your question is both Yes and No; it is "normal".
Yes, maybe the service changed the character of the winding feel.
No, because you are unhappy and woluld like to get a 2nd opinion, preferably an experienced person.
The problem is that unless your 2nd opinion person actually feels the winder, nobody can comment.
The best person to do this is the watchmaker who serviced the watch...time to go back tot he shop, unfortuntely.
