Functionality is not everything and besides it’s not a stopwatch; the second hand never stops so what difference would it make? I see it as a solid visual base on which those Roman numerals sit.

If that doesn’t work for you, I think you will be unhappy with Seiko, for much of what they do is inscrutable. At least that’s my take on it after 15 years of trying to unravel the “why”.

I think the Seiko Shippo enamel models like you posted have the 6R15 movement, which I believe beats at 21,600bph. That means 360 beats per minute and therefore 6 beats per second. Maybe the markers are 1/6th of a second to have the second hand jump at each beat to those 1/6th markers?

First generation Speedmaster dials are segmented into fifths, corresponding to the 2.5 Hz resonant frequency of cal 321. Zenith El Primero movements are also segmented into fifths, with each hash mark covering two beats.
The 2009 Speedy Split movement . . .
. . . is based on a Piquet ébauche that beats at 4 Hz. The hash marks correspond to four pairs of beats per second.

Why is the area around the date aperture such a mess?

The peaks of the waves on the dial are quite a bit higher than the troughs, and the entire dial has a thick transparent coating which gives a magical effect when viewed at varying angles.
At least with my camera I cannot capture the transition when they did an angled circular cut into the dial to open the date window. There appears to be a silver frame there too, but that might just be the base metal of the dial.
What you see there depends on the angle of your view and the light, but it doesn't look the same to the eye as it does on the photo

These details aren't visible when wearing the watch.

Maybe. As you said, it is hard to capture this in a photo...
But to me, it still doesn't look good. I think a small frame around the date would have added a small cost and would have eliminated this problem. The dial, otherwise, is lovely.
Perhaps it is not visible in person, but it certainly impossible to hide it in photos.
