In a nutshell, as far as i know the movements for the "Chronometerwerke" range are reported to be propietory developments and produced in cooperation with Nomos of Glashütte. Whether or not ALL movement parts are made in Germany is beyond my knowledge and at least the "Zeitmeister" units run on ETA movements encased in Glashütte.
The Observatory (owned by WEMPE) actually does timing tests, but there´s a part of the production/assembly inside as well.

I´ve only seen one model of the "Chronometerwerke" for a very short time, so i don´t feel properly equipped and qualified to comment on the built and finish merits.
But i think it´s safe to say it´s different from other "Made in Germany" brands and Wempe seems to focus on good quality with the more elaborate "Chronometerwerke" range.
