Are you sure it is rust? could it be build up of dirt? I would wash it with a soft brush and soap first.
Your nice city is a little bit hot & wet (euphemism) ;-)
Don't worry, it's not rust but mostly a mixture among sweat,dust,sebum (an ultra thin fat layer). Use a cotton stick to remove it, you may wet the stick with a drop of soap and water.
