If the electricity generated was from a very pollutive source (such as coal), then Tesla might not necessarily be the cleanest to operate. At least 47% of China's electrical production is from coal.
But generally, on average, in the West, Tesla should be significantly cleaner than any normal internal combustion engine vehicle of its size/class.
