The movement is made (many of the parts are literally made there) by DR et GG in Le Sentier and I have seen the watchmakers there assembling it; I doubt Bvlgari has moved production of the calibre to its facility in La Chaux Fonds. Not only is the movement made by DR and GG, the movement was in use by DR long before Bvlgari laid claim to it. Bvlgari tourbillons originally used GP calibres.
As for the line about it being "made by one master watchmaker", it smacks of Bvlgari marketing, neither DR nor GG make that claim in their own marketing material (except for maybe the grande sonnerie).
But then again, that's only my humble and personal opinion.
