Indeed, the countries with part-hour time zones are trying to prove something geopolitically as a protest.
Venezuela is a prime example of a dictator gone mad.
It's not difficult to just choose one hour either way.
Some countries have even selected a single time zone when they span two time zones e.g. Malaysia.
Singapore chose to be the same as Beijing and Hong Kong for business hours and stock exchange reasons when physically it is an hour earlier.
Larger countries may need three time zones but we are usd to that as long as it is whole hour increments.
