Isn't that a bit unusual for a tachymeter? And why would you want it to move?

I have had the pleasure of seeing this in a vintage shop years ago (still kicking myself I did not pick it up) and the sound/feel of winding an old Valjoux 72 is a real treat for a watch nerd.
