Disappointing, or normal?
It is disappointing if GP Swiss doesn't send the simple part to a GP agent, yes. It is normal, if it has to be sent to a repairman, as you say.
It is easy to understand: If your Watch is not perfectly repaired or serviced, would you accuse GP to do bad watches, or the repairman for his bad job?
