. . . is the same as the one installed before it was sent to G-P for restoration?  And that its differing appearance now (other than the script) at the junction between the periphery and the case is due to a corrected crystal/tension ring installation?

If that's the case, then the only issue is whether G-P appropriately scripted 'Observatory' onto the dial.  If the movement is identifiable as specially regulated, then there's no issue whatsoever.  On the other hand, if the movement turns out not to have been specially regulated when it was produced in '67, then the matter comes down to an error committed by G-P during restoration in 2012.  Someone at G-P may have made a mistake, or, they may have traced the movement in their records to having been specially regulated.  We won't know until the extant records are checked against the movement production number.

Wish I were more active across PuristSPro, and not just here on G-P, Blomman.  My interests these days are down to vintage Omega . . . and pool smile .
