The service cost...
is usually very high anyways, something like 900 is not unusual for a chronograph in this price range, and the rest for the crown is not that unusual either. Yes capable watchmakers can do the cleaning and oiling, it is also possible that they can get a non-GP gold or gold plated crown to fit, but that's something you'll have to ask them about. No guarantees about either service or new crown but it's worth a shot. I can PM you more info if you'd like.
