Reeeally tough my friend, but what an impressive group to choose from! If it's only one then the OF for me (and if it's only two, then I'd also throw in the VC for the *amazing* brand your friend's brother would be getting as a real bargain! :-))

So, my first vote would be for the VC 1942, but, given that is off the table because of cost, I will vote for the Rolex Datejust with a jubilee bracelet.
