PAM 116, 117 and 118 should be tobacco dial
If memory serves me right, that PAM 116 (F) should have a tobacco dial and if it indeed has a black dial, that would be an unusual modification probably done outside Panerai Service. Here is my PAM 118 that during PSC service a couple years ago, got a new updated tobacco dial, new hands and crystal but all still model correct.
IMO, I would be leary of modified watches for lots and lots of reasons.
