First of all, there have been some wonderful suggestions already made. If she is studying industrial design, Nomos is certainly a sound option. If you have a tad larger budget, you could always get her a Habring - a Felix or Erwin would be up and down dressable and quite special, too.
But the alternative is gifting her one of your watches. That would create an additional bond, especially if it is a watch she strongly associates with you. Just saying 😉👍🏻

From my same experience i would opt for a pre owned Cartier
Younger women really like them and if she is really into mechanical pieces or doesn’t care about a movement but just the looks you can pick up some nice pieces from them imho
Perhaps no obvious choice, but what about a Nomos with a nicely colored dial?
As she is studying to be an engineer, perhaps the fact that it is a mechanical watch might be interesting to her? Nice hunting Dirk

when she graduated college. She picked it. Set a budget and let her pick the watch she wants.

It really is hard to make a good suggestion with the only information being that it could be worn for special occasions.
As for me any "day" that ends in a "day" is a special occasion. As others have suggested maybe a few trips to both new and old watch shops may be a good idea to at least find out what she likes or appeals to her and then you can take it from there. Not ta...
