In my mind these tools do nothing that a good watchmaker can't do, whether 100 years ago or today.
What they do bring, however, is consistancy in mass production. If they are correctly maintained and calibrated often these tools should eliminate the problems of a watchmaker having a bad day in production. It should be noted that in this case the machine automatically measures the draw of the pallets, but still, if the draw is not right a watchmaker takes the watch apart, removes the anchor, puts it on the echapmeter and corrects the draw. He then puts all back together again and checks it on the machine again. Not really fully automatic
