Still that's not surprising. Makers of upscale calibres don't sell kits (like ETA can still do and will not do anymore in a coming future).
Girard-Perregaux or Jaeger-LeCoultre for instance sell finished and assembled calibres. they don't sell kits.
So the calibre of ref 190 is made, finished and assembled by JLC.
Regarding the finish of the Minerva calibre for Panerai, you must notice that this calibre has a specific bridge design, while being apparently based on the "standard" Minerva three hands calibre seen in Montblanc watches. I would not say that it has a lesser finish, I would say that it has a less ambitous bridge layout resulting in an easier finish: the bridges are less angulous and more rounded. It has lost its "old style" design, that's the reason why it is (at least for Nicolas
) less appealing.
It is indeed still very nicely finished.
I would have loved too to see the real Minerva bridge layout in these watches! I suppose they wanted to keep it for Montblanc.
