Looks like a refinished dial to me, Bill . . .
. . . the outer seconds track between 12 and 3 is bereft of sub-seconds hash marks evident elsewhere, and there's an odd curve to the track right around 12 as well.

Maybe this is just optical distortion due to curvature of the glass-rim. The dial seems to be clean and straight, normal logo and brandname; moreover: the 'scientific' graduation (one-fifth-second) is rather awkward and sensitive to mimic in a restoration...
