It is up to you to construct a strong hypothesis on many good observations, and then propose it to the community for discussion.

Hi given that the data available are going to be fragmentary and of unknown distribution, I would suggest that your aim should be to create "hypotheses" rather than "rules". Hypotheses that are formed this way can later be tested to be more or less credib...
