I've already heard this explanation for the Patek boutique success in Paris, which is now integrated by the tour operators organizing the visit of Paris for chinese people.
Last months, I had a strange experience place Vendôme at Patek. I wanted to try a 5205, the store was not crowdy. Suddenly, a bus plenty of chinese people stooped in front of the store ad in a few minutes, it was plenty of chinese people, wanting to buy everything in cash.
The poor sellers tried to explain them that they are allowed (by the French law) to accept up to 3.000 € in cash, not more, which made upset some chinese clients ;-)

Except for the very high end rare pieces, the resale value on PP is very soft due to the high retail pricing and supply glut currently occurring. I think PP sees this as detrimental to the brand and is responding.
