It’s not normal and not supposed to be there.
Will it affect future value?
Could be, in short term probably negative but in the long run it could very well turn out positive as well.
Well, that’s an answer that’s not gonna help you at all is it.
Here is what I would do: if it’s a very young watch and price is near what you would have to pay for a new one, I would let this one go.
If the price versus new (or similar age - condition) is large enough for you to make you tempted, then use the bubble to get some more of the price and buy it (realizing that one thing is for sure; you’ve a unique Rolex )

AFAIK a bubble paint usually only happen in lacquered dial, not sunburst dial

Actually the price is decent and quite low, but my friend does not think too much about the price; he thinks more about the flawlessness of the dial. So he passed it, after heard my suggestion.
