Perhaps it was just forgotten in the batch. Perhaps it was ordered specifically to have no lume because it was to be given to soldiers who may not appreciate having a watch which highlights them at night!
What is true is that of the 4 versions that exist of this watch, 3 of them have no lume and the one that has lume almost certainly had the lume applied by a secondary owner.
