Absolutely understand that they are a little apples and oranges but still fruits.  The 5513 is full b and p (almost 50 years old)with a flawless gilt dial and in raw condition.   The milgauss (from 1968) is watch only and in very good condition but certainly polished. Not a big deal as I will wear either one.     So your instinct is spot on in that one is a specimen example and one is merely a very good example but im def paying full freight for the 5513 whilst im getting good value for the 1019. My heart says 5513 because the gilt dial is gorgeous but ive always wanted a 1019 milgauss.  Tough one.
