The black hands and indices is called Cern, indeed. Why? not sure. Maybe it had to be tritium free for the Cern?

Yes, because of the tritium
Tritium is still radioactive (even it‘s called „no rad“ in the watch industry…😉) And this was not good for CERN. A nice evening to all!
The 1019 "CERN"
