The tests were made when ANY movement could apply for COSC
Later the rules were changed to SWISS only, so no Japanese, German, US, UK could qualify for COSC.
I just ran across the certificate today while sorting paperwork for my watches.
I bought it from Ken KIH five years ago, and he had just had it serviced by the top GS adjustment man, AKIRA OHIRA.

I timed it at home 2-3 years ago, and it was still running within these specs. I can't find the printout right now.

Well. The rules say “Swiss made movement”. That means more than 50% movement “value” is Swiss.
I do not know how that is done. But the figures are impressive. Very impressive.

Many watches today have evolved with silicon escapements and other technology
For the day it was pretty amazing, especially at a reasonable price point.
Not sure how much that would help?
As far as I'm aware, silicon escapements and "technological" advances are far more about ensuring reliability of movements between longer service intervals, and I'm not sure how much benefit they would provide in a standard COSC test that is performed in ...
