I've come around to the view that 38 mm is just right for a dress watch (by which I mean a watch for staid but not black tie occasions).
My highly opinionated, completely personal size guide follows:
Dress watch: 37-38 mm, preferably platinum
Business watch: 39-41 mm
Sports watch: 40-42 mm

I totally agree with your view on sizes.
I would even go for a smaller diameter for dress watches, and a tad bigger size for sports watches, though. Best, Nicolas
