So, if you have no movable stud support, you must remove the balance from the cock in order to turn the collet until the angle you wish and bring the "peg plate" (cheville de plateau in French but I'm not sure of the translation) in the right axis

This answers my question 100%. It seems that the moveable stud carrier really just addresses the small adjustments like he made at the end of the video...it doesn't appear to be a panacea for all alignment adjustment. Thanks again for sharing the video! C...
