A good friend of mine would like to purchase a watch for his brother. His brother cant afford it, but he is a bit of a watch afficionado.
He would like purchase him a watch from
- a reputable brand
- with a rather classic and sporty look
- the watch has to be over CHF 12k, but below 17k
- the watch should have a precise and well finished movement
- the watch has to be immediatelly available of within the next few weeks...
i will compile all of your suggestions and post them again for a voting and see what we can get in the top three.

i, for myself i will suggest the following:
1. ) POLARIS MARINER MEMOVOX:
Hoping to get a little bit of discount, to stay within the pricing range.
2.) MASTER CONTROL CHRONOGRAPH CALENDAR
3.) SPEEDMASTER CHRONOSCOPE CO-AXIAL MASTER CHRONOMETER CHRONOGRAPH
The brother probably already has some favorite brands of his? If so, it feels like that should be one of the first and most important considerations?
I like the Chronoscope you listed, although it does not seem to meet the requirement of having to be over CHF 12k. 
Perhaps consider the bronze gold variant of the same model (very cool IMO). The Master Control chronograph is another good one. Given the specs/requirements listed, I would further suggest considering Glashutte Original (several models could fit the bill), and the new Breitling Premier chronographs, among other possibilities.

For something on the sportier side, for example the 70's Chronograph with steel bracelet; or the SeaQ Panorama Date, perhaps even in steel/gold (not normally a fan of two-tone, but here it works really well)
If looking for something on the more elegant side (but still with at least 50m WR and bracelet option), Senator Observer/Excellence lines might have something (or even the Pano line).
Some other options that came to mind after the initial response, and were mostly already suggested by others as well, are Bvlgari Octo Finissimo, Breguet Type XXI, IWC Big Pilot, Chopard Alpine Eagle, and Grand Seiko with their new (much nicer looking) movement.
But in the end, if it doesn't need to be a chronograph nor a proper diver's watch, and the watch should be rather on the sporty side than classic, then it's difficult to go wrong with the Octo Finissimo (preferably in steel).

I would hesitate between the Polaris Memovox Mariner and the Chronograph Calendar. You can't go wrong with these... BUT you won't get any discount on the Memovox. They are limited in production, and there is a waiting list.
Good to know. For me it would be the memovox. Clearly because of the memovox history and versatility of the watch. This could be an only watch you dont have to take it off in all occasions.
Maybe he can get it in germany and play the "tax free" card, pay the swiss tax of 7.7% and get around 10% 😋. I agree, its not an easy one, but one of MY favourites for sure.
The JLCs and Omega you mentioned are good choices.
If I did not know what he really likes, and going by your price range, I would guess he might like the following (they do not have a wait list where I'm from): Defy El Primero 21 in carbon case and titanium bracelet, IWC Big Pilot, GS PanoInverse, PAM01036, or JLC Polaris Chronograph WT/Chrono.
I would of course suggest the speedmaster professional as the best however. 
The JLC is an interessting suggestion. It covers quite some interessting complications, useful ones.
