Can consider the following:
Les Amis - pinnacle of Singapore dining
Odette - have heard amazing things. French if im not wrong
Buona Terra - Italian fine dining
No Menu - Homely italian cooking run by a lovely Italian family. Ask to sit upstairs
Shinji by Kanesaka - Omakase Sushi, book at the Carlton hotel
Atlas - Incredible bar in Singapore
Manhattan - Another very nice bar
Cure - Irish food that just got a michelin star
Summer Pavillion - Cantonese food. Never been but i have some friends that really love it
Burnt Ends - Barbeque and very popular
The common theme among the restaurants / bars above is you need to book well in advance! Except No Menu, that is fairly easy.
