by law, "Liquors" are supposed to be alcoholic beverage with at least 100gr sugar per litre.
The alcohol content is not regulated and from what is reported, the "frequency" seems to vary between 15 and 55 percent alcohol. Actually it´s kind of a recent tradition; liqours go back to the 13th century and cover a really wide range of very different beverages. There´s an ever wider variety for regional or local specalities; regulations on alcoholic beverages such as liquor aren´t as strict as those for beer, so there´s some room for creations like the "watch oil".
Of course oil wouldn´t be legal as a beverage here smile

The name suggests this liquor to be made with herbs; mainly use of spices is usually referred to as "Gewürzlikör".
Not having had a chance to try it, i can´t say what´s exactly inside, though smile
And i´m sure the producer will not tell (usually the exact indigrients are kept as a secret).

On demographics, "Kräuterlikör" seems to be a popular beverage here.
the annual production for 2006 reportedly was 10.000 mio liters of beer, 220 mio liters of "Sekt" ("sparkling wine", champagne-style) and 89 mio liters of liquors. I really don´t have more than a cursory impression, rather than empiric figures, but to me it seems most of these seem to have 15 to 35 percent alcohol content. That´s fairly less than Wodka´s or other "hard" beverages.

In any case, i think it´s a nice tie for a beverage related to the "watch city" smile
