Sadly, no. it's a 12 hour dial. I do remember a very cool GO complication (references long-discontinued) that allowed you to set the time and the date for the alarm up to one month in advance.
Your question also reminds me that in my eagerness to compare travel time functions, I said nothing about the Breguet's alarm complication. To wit: I find the tone quite pleasing, as with the JLC Memovox, though with th e Memovox as a point of reference, I wish the Réveil du Tsar were a bit louder. I've often missed the alarm when in a noisy environment. That said, the issue is correctable by placing the watch, caseband-down, on any hard surface.

Cool article. I kind of love the concept of travel watches but the most traveling I've done is to Hawaii and when I get there I don't even care what time it is.
