It's going to be very difficult to enforce this
You have to make the buyer complete the entire process by clicking on the listing that he's purchased the watch, and many buyers want to stay anonymous.
Then you run into the problem of sellers telling the buyer to not do this so they don't have to pay the selling commission.
And on and on it goes with other potential scenarios to bypass this fee.
