You wrote that the small subdial on the top right is a compass, but I doubt that. First, because a compass does not make much sense on a carriage or mantel clock, but even more, because North and South should normally be on the opposite, and not in a right angle. Furthermore, E and W are missing, and finally, a compass needle can only work in a horizontal position, never vertically.. So I rather assume this is an indication for Striking and No striking, if the chimes are silenced or not.
